Sudbury's roadmap to end homelessness
The 51-page report (plus appendix) explained in 16 essays.

I wrote 16 essays about Sudbury’s roadmap to end homelessness by 2030.
It is similar to so many other municipal plans to end homelessness; flashes of lightening and lots of thunder but very little rain.
The 51-page report is a difficult read. It uses a lot of bureaucratic jargon while it covers all the topics that involves housing and temporary emergency shelters. Comprehension is not helped by it being designed to be viewed as a PowerPoint presentation on a computer or on an overhead screen.

Costs
The Roadmap estimates that it would cost $350 million to end homelessness by 2030.
The required funds have been allocated because city council expects the federal and provincial governments to write the cheques but they haven’t agreed to do that.
So the roadmap is basically just a wish list.
