In commercial advertising, the results are measured by the change in sales. In politics its in the number of votes each party receives. In sports, results show up on the scoreboard.
To measure the success in eliminating stigma around transitional and supportive housing, polling by a professional firm conducted before the communications campaign started and then some time afterwards, could show if the campaign was successful or was a waste of money. Two or three mail-in surveys may be appropriate.
Of course, you need the city to care if the campaign was successful or not. A lot of communication campaigns are carried out just so a government agency can say that they did their best to talk down to the boobs and it can’t be helped if the uneducated can’t understand what's best for them.
